This is the VOA Special English Economics Report.

Last Friday night, an oil pipeline broke under the Yellowstone River in the western state of Montana. The Yellowstone is America’s longest undammed river. The spill happened downstream from Yellowstone National Park.

The burst pipe spilled as much as one thousand barrels of crude oil -- more than one hundred sixty thousand liters -- into the river.

Workers shut off the Exxon Mobil pipeline, and the company continues to clean up the spill. But spokeswoman Claire Hassett said examining the damage has been difficult.

CLAIRE HASSETT: “What we have learned so far has been hindered by the rapid flow of the river right now. It’s at historic water levels. It’s very turbulent.”

The river is at flood levels, overflowing riverbanks and carrying oil downstream into wetlands, fields and yards.

In May, Ms. Hassett says, local officials ordered a temporary shutdown to check on the pipeline. They were concerned with heavy rains and rising waters.

CLAIRE HASSETT: "And we determined that it was safe to operate and again we don’t know what has caused this leak so it would be premature to say the two are related."

Susan Casey-Lefkowitz from the Natural Resources Defense Council, an environmental group, says the spill shows the dangers of mixing pipelines and waterways.

SUSAN CASEY-LEFKOWITZ: "Especially when they are running under some of our most precious river systems that are important not just for wildlife, but also for our communities. The Yellowstone River is critical for irrigation for example. And so it serves the needs of a lot of farmers and communities along its path.”

Andy Black heads the Association of Oil Pipe Lines, an industry group whose members include pipeline owners and operators.

ANDY BLACK: “We have processes both within companies and at the associations to share learning and best practices and pursue the goal which is zero accidents."

Mr. Black says the industry operates under enough federal and state rules.

ANDY BLACK: "I don’t see a need to overhaul the regulations. The regulations cover the major causes of pipeline failures, and we do not see any gaps."

Susan Casey-Lefkowitz at the Natural Resources Defense Council disagrees.

SUSAN CASEY-LEFKOWITZ: “Whereas the oil industry may find it business as usual to have a certain number of spills, it is really not acceptable, especially in this day and age. It shouldn’t be best practices to have spills in the Kalamazoo River in Michigan, in the Yellowstone River in Montana and potentially in the future in the Ogallala aquifer which would be crossed by this new proposed Keystone XL pipeline.”

The Ogallala aquifer is a major source of drinking and irrigation water for America’s central plains. The proposed Keystone XL pipeline would carry heavier crude oil produced from tar sands in Canada. Ms. Casey-Lefkowitz says it would carry the oil more than three thousand kilometers, crossing the central United States -- and the Ogallala -- for processing in Texas.

SUSAN CASEY-LEFKOWITZ: "Ironically it would actually cross the Yellowstone River where the spill just happened."

And that's the VOA Special English Economics Report. I'm Jim Tedder.

The Twelve Months
An awful woman lived with her daughter and stepdaughter in her household. She possessed feelings of hate for her stepdaughter, Anna. Anna worked while her stepsister did nothing. On a cold January night, Anna’s stepmother remarked, “Your stepsister desires flowers. Go and find some.” Anna wasn’t anxious to walk through the chilled landscape. The cold air made her lungs burn. She walked at a slow pace because of the snow. Soon she saw a group of people. It consisted of twelve men. Anna told them about the flowers. One of the man said they were the twelve months and that they would help Anna. January walked to her and made a motion with his hand. The days of the month passed rapidly until it was February’s turn. February also made the month speed up. Then March made the sun shine and flowers grew in the field. Anna loaded her basket with so many flowers that she could hardly lift it. Then she gave a quick but polite “ thank you” to the twelve men and returned home. She was very eager to show her stepmother all the flowers. Back at the house, she spilled the flowers onto the table. Then she told her stepmother about the twelve men. Anna’s stepmother and stepsister went to seek the twelve months. Their intent was to ask for gifts. They looked and looked. They became very lost and never found their way home.
Anna lived happily by herself

A Big Gift

The Statue of Liberty may be one of the biggest presents in history! In 1886, France gave the United States a huge statue. It is a woman holding a torch high in the air. The torch is a symbol of freedom. The gift was given to remember the important friendship between the two countries. One hundred years earlier, France had helped America in its war for freedom from Britain.

A French sculptor was chosen to design the statue. It was a very difficult job because of its size. He decided to make her skin out of thin copper sheets. Then he would attach them to a metal frame. He asked an engineer to design and build the huge frame. That engineer’s name was Gustave Eiffel. He would later build the famous Eiffel Tower in Paris, France.

The statue was too big to fit on a ship. So it was reduced to 350 pieces and taken to America in many separate boxes. The builders chose a small island in New York Harbor as the place to put the statue. The statue was a gift.

However, the US needed to build a base for her to stand on.
People from all over America sent money to help build it. The base was finished in the spring of 1886. They began to put the pieces of the statue together. When the statue was finished, it was the tallest structure in America. She stands over forty-six meters high. Just one of her fingers is 2.4 meters long!

The statue faces the ocean to welcome ships as they sail into New York. Each year, thousands of visitors come to the island to see her. They can even climb the 354 steps up into her crown and look out the windows! She is a symbol of freedom for people all over the world. After all, it’s in her name. The word “liberty” means freedom
